About Our Opportunity


This position provides business analysis, project management, and recommendations to the management team to inform the design, development, evaluation and implementation of business processes and programming. This includes creating processes for continuous improvement as well as quality assurance. They will also lead working groups on specific projects.


The position will report to the Manager of Policy and Planning.


Primary Accountabilities


  • Assesses business and service delivery practices, identifying areas for improvement. Analyses the impact of new or revised legislation, policies, procedures on processes and workflow structures for the delivery of programs and makes recommendations to the management team.
  • Manages projects using established project management processes and procedures. Coordinates and prepares documentation, communications, agendas, reports, workplans, project charters as well as process maps to support the completion of tasks and deliverables.
  • Leads teams of staff in the development, design, delivery and implementation of projects and services across the province while accounting for implications to operations and cost benefit analysis for the implementation of service delivery initiatives.
  • Oversees the data collection and evaluation which enables the development of performance monitoring frameworks, and tools ensuring adherence to legislation, and departmental and divisional policies and priorities. Provides recommendations for system improvements.
  • Leads the preparation of business requirements or workflow processes for AED funded programs. Provides an analysis of current state, best practices, along with recommendations for process improvement.
  • Is responsible for the operationalization of an evaluation framework and the development of an accountability framework to ensure the continuous improvement of the NSSAL system

Qualifications and Experience


As an ideal candidate, you have experience participating in, and often leading, various projects using project management techniques. You are a dynamic and experienced facilitator, who is able to work with groups of all sizes to develop strategic initiatives and solutions to complex challenges. You have a Bachelors’ degree plus five years related experience, or an equivalent combination of training and experience.


You have experience in both quantitative and qualitative research and evaluation frameworks, as well as system analysis to ensure continuous improvement. You also have the ability to synthesize large amounts of information.


You must be able to develop and maintain effective working relationships with stakeholders, possess exceptional communication (written and verbal) skills, have strong problem solving and conflict resolution capabilities, and have exceptional time and project management skills. In addition, you possess strong collaboration, organization and analytical skills with a proficiency with the Microsoft Office suite of products. You must be able to work both independently and as a member of a team, exhibiting collaborative behaviors.


Experience interpreting, explaining, and applying applicable legislation, policies, and standards. You’re able to apply the concepts of equity, diversity, and inclusion to all areas of your work when dealing with internal and external stakeholders.

Please note, this is expected to be a term status position with an end date of September 30, 2024; however, the position status (“term”, “temporary” or “casual”) is dependent on the start date of the successful candidate.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
